Management competencies

The main competencies of management:
Expropriation for the public benefit (public state projects).

Expropriation of real estate and temporary appropriation for public interest based on decisions issued by the Council of Ministers and the Municipal Council and the determination of financial allocations for the prescribed compensation.

Financial and administrative settlement of organizational pieces in accordance with the applicable laws, regulations and decisions.

Exchanging real estate required for the public interest for state property vouchers, assessing the value of these real estate, conducting a clearing between both vouchers, and stating what may be paid by the concerned parties or what may be received from them.

Taking the procedures for adding and adding and determining their prices according to the circumstances and in accordance with the decisions issued in this regard.

Estimating real estate that is requested from judicial and other official bodies.

Issuing appraisal certificates to citizens at their request or at the request of some ministries, various departments and the competent authorities. .

Organizing the work of the secretariat of the committees formed under Law No. (33/64 and its amendments) regarding expropriation and temporary seizure for the public interest (Expropriation Committee, Evaluation Committee, Objections Committee) and providing all the technical studies and administrative procedures needed by these committees in coordination with private authorities

Coordination with the various judicial and legal authorities, in order to ensure the correctness of the procedures and verify their compliance with the provisions, laws, regulations and decisions that regulate the work of the Department.

Detailed terms of reference for the components of the organizational structure

First: The Office of the Director of Expropriation is concerned with the following: -

Preparing advisory studies and researches related to work development, and identifying problems and obstacles facing work.

Determining the needs of human cadres and training requirements in coordination with the concerned authorities.

Develop work plans, follow up the progress of transactions and prepare monthly and annual reports on the final achievements.

To serve citizens, organize visits and appointments, in addition to following up on everything related to the media.

The office of the Director of Expropriation includes the following units:

Department of Planning and Administrative Development, which is specialized in the following:

Preparing advisory studies and research related to the development of work in coordination with the concerned authorities.

Determining the problems and obstacles facing the administration's work and developing appropriate solutions to them.

Follow up the implementation of the decisions related to the work of the administration and follow up the procedures and instructions related thereto, in coordination with the competent authorities.

Follow up the progress of the completion of the auditors’ transactions and work to simplify their procedures to ensure speed and accuracy in the completion of the department’s work

Determining the administration's needs of human cadres with the concerned authorities.

Determining the training needs of the department's employees in coordination with the concerned authorities.

Preparing and following up the annual and five-year work plans of the administration in cooperation and coordination with the competent units inside and outside the administration.

Preparing annual statistics on the training programs that were participated in by the administration, the monitors, and the departments in the administration.

Preparing an annual plan for programs, conferences, workshops and official missions.

Preparing monthly and annual statistics on the department's completion.

The Department of Public Relations and Citizen Service is specialized in the following:

Arranging and organizing official visits for senior officials and guests to see the various activities of the department.

Limiting the news or information published in the various media about the administration, presenting it and distributing it to those concerned with the administration.

Coordination with the various media in order to highlight the vital role played by the administration.

Preparing and implementing social and cultural services programs that would strengthen relations between employees of the administration or between the administration and other sectors of the ministry.

Receiving complaints and suggestions of citizens and responding to their inquiries and complaints.

Receipt of the original ownership documents and the necessary documents from the stakeholders.

Delivery of valuation books and other completed transactions after their approval to the concerned parties.

Handing over the valuation books to the stakeholders.

Issuance of a To Whom It May Concern Certificate at the request of citizens.

Issuance of a To Whom It May Concern Certificate based on the applicants via the Internet service.

Receiving complaints and suggestions of employees and preparing a memorandum of opinion with the response of the competent authority to be submitted to the director of the department.

Delivery of valuation books to the elderly and people with disabilities defined by Law No. (8/2010) in their places of residence.

Secondly, the Office of Coordination and Follow-up

It specializes in the following business:

Coordination and follow-up with the office of the Director and the specialized units regarding the observations of the supervisory authorities on the work of the administration and requesting the necessary clarifications in order to find appropriate solutions to them to correct any deviations or loopholes revealed by those authorities.
